Renames the user-facing model from Schedule History to Schedule History.
Introduces the one-agency, one-living-schedule, many-snapshots principle.
Moves the UI to history.html and updates navigation and dashboard links.
Uses the existing protected snapshot storage API from migration 044.
Shows snapshot IDs, agency IDs, endpoints, and validation details without copy widgets.
Leaves deeper compare/version-diff features for a later release.
